This is the first version of the dual flicker effect. It is called dual not only because it provides both constant and random flicker effects but because it can  help to create  camera flash and lightning effects as well  as flash transitions and light strobe effects. It is ideal for customizable and key-framable TV ambient effects. Take a look at the demo video  below for more details.

To install the plug-in:

After downloading the plug-in  drag it to Macintosh HD / Library / Application Support /Final Cut Pro System Support / Plugins folder.
 

Finally restart Final Cut Pro and the plug-in should show up in the effects menu.
